This is probably to blame for the failures in the windows test suite that look like: 

Caused by: java.nio.file.FileSystemException: M:\buildAgent\work\9ccd5e119c4a65d0\testsuite\integration\basic\target\wildfly\standalone\configuration\standalone.xml: The process cannot access the file because it is being used by another process.
