ExceptionInInitializerError during create of CLI object on client app.

*Steps to reproduce:*
# create simple CLI client app, for example: {code:java}public class App {
    public static void main(String[] args) throws Exception {
        CLI cli = CLI.newInstance();
    }
} {code}
# start this application

*Actual results:*
