It is not, but as I has just discused with [~pskopek], the tool in Main class of elytron is legacy and can be removed - no need to solve dependencies when running elytron jar directly.
(Otherwise, if we want to keep the tool, we can add it into wildfly-elytron-tool, where are such dependencies solved.)
