As a workaround on b20  I defined order of DNS in /etc/dnsmasq.d/origin-upstream-dns.conf (taken from bottom to top for some reason) and enabled strict-order in /etc/dnsmasq.conf which should force dnsmasq to try DNS in listed order. So far it's working fine without the 'Name or service not known' error.
