I think we would go for b21 for production - testing won't be allowed on this cluster, just running production PRs, then would have our openshift cluster for testing. 

I have created b11 and b12 based on the premise that "having more openshift cluster would be better than having more performant clusters, in other words, huge clusters)".

I don't know if that premise changed and the for running the testing we would bigger clusters than minimal configuration 1 blade = 1 cluster. 


Other options are OSOOS (right now, we are limited by 3 small clusters - I think) and Foreman VMS (we would need to have at least 16GB, 4 cores and 50GB of ram available in order to run a small cluster on foreman - (openshift cluster 2 is running on foreman for quite some time - https://sws-openshift.bc.jonqe.lab.eng.bos.redhat.com:8443/)
