In the elytron subsystem template used for the legacy feature pack, the "management" http and sasl authentication factories come before the "application" ones. In the galleon build, for valid reasons, they come after.  Since this mismatch results in meaningless output diffs between the two builds that can obscure other diffs that may be meaningful, this task is to adjust reorder the legacy template to eliminate the diff.
