Make wildfly-component-matrix-plugin defined in pluginManagement section, preferably in jboss-parent

Follow-up of https://issues.jboss.org/browse/WFLY-10365 work
Goal is to incorporate comments added to https://github.com/wildfly/wildfly/pull/11218

 * wildfly-component-matrix-plugin defined in pluginManagement section
 * avoid dual jboss-parent version definition
 * move plugin definition into jboss-parent if possible
