Note that once I get to it, it should also be cloned to WFCORE.

Also the usage of the plugin currently need to set
{code}
                            <inheritExclusions>true</inheritExclusions>
                            <licenses>true</licenses>
{code}
It would be better to make the plugin default to true, and only configure these if we don't want this behaviour
