So the issue is not unique only to b18, it's visible in other clusters too.
Problem is only visible when istio features were deployed to bookinfo previously. Next re-installation of bookinfo fails for some reason even though the whole bookinfo project is correctly removed before next installation.
I will not waist more time on this, workaround is simple. Remove bookinfo and start the whole chain again -> re-install istio -> install bookinfo
