The problem is only visible when enabling istio_auth which was enabled by default by http://jenkins2.bc.jonqe.lab.eng.bos.redhat.com:8080/job/IstioOC-cluster-up/

I added option to enable/disable istio_auth, set it to disabled by default and created https://issues.jboss.org/browse/SWSQE-262 to fix bookinfo installation when istio_auth is used.

http://jenkins2.bc.jonqe.lab.eng.bos.redhat.com:8080/job/IstioOC-cluster-up/ is running correctly now.
