The capability reference is missing to validate outbound-socket-binding(s).

Note for tester, this makes tab completion in CLI missing or makes operations like {{/subsystem=modcluster/proxy=default:write-attribute(name=proxies,value=[x])}} accept any value and then fail on boot.
