Istio-and-Kiali-on-Openshift now contains RUN_SKIP_CHECKER parameter which when true, it will check if istio, bookinfo and traffic generator is healthy. When it's healthy, it will skip installation to save time.

> PR jobs are running Istio-and-Kiali-on-Openshift which is configured to be run concurrently in automation pool. We need to update PR jobs config to be able to start concurrent builds.
> First it's necessary to move Kiali-Istio-Checker which is checking if it's necessary to reinstall istio with bookinfo from PR jobst to Istio-and-Kiali-on-Openshift job because PR jobs don't know which cluster from pool was chosen.
