WFCORE-4023 replaces WFCORE-2805 and includes all the 2.12.0 fixes which were the motivation for opening WFCORE-2085. However, we still needed to apply changes to make it work in a modular environment (https://github.com/jboss/xerces/tree/jboss-2.12.0.SP02)
