The Relayer now notifies RELAY2 when a site comes up or goes down. RELAY2 in turn sends a local _non-relayed_ broadcast {{SITES_UP}}/{{SITES_DOWN}} (when it is the first of the site master(s)). On reception of that message, each member notifies its listeners.
