Just discussed this one with [~dvilkola] and adding some notes here:

Since support for TLS 1.3 (ELY-1706) has not been added yet, the [new TLS 1.3 cipher suites|https://tools.ietf.org/html/rfc8446#appendix-B.4] from JDK 11 are not part of Elytron's Mechanism Database yet. Thus, this test will fail when these specific cipher suites are checked. For now, we could exclude these specific cipher suites from the test and then add them back once TLS 1.3 support has been added.
