When building drools-constraint-parser with JDK 11, it fails on compilation errors, not having annotation classes on classpath. 

This should be added to the dependencies list of the module:

      <groupId>javax.annotation</groupId>
      <artifactId>javax.annotation-api</artifactId>
    </dependency>
