When the user clicks on "Constraints", the Constraints dialog must be loaded:

The dialog contains a dropdown with three types of constraints:

- Expression (https://issues.jboss.org/browse/DROOLS-3020)
- Enumeration (https://issues.jboss.org/browse/DROOLS-3021)

The dialog handles the blank slate state with the message "Select a constraint type";

The dialog contains a "Clear all" action;

The dialog has an "Ok" button that persists the operation and a "Cancel" button that cancels the operation;

This JIRA comprehends the "Constraints" anchor and and the dialog with the dropdown component that loads the other sub-components (three).
