When parsing a date in a rule, e.g. in constraint _ChildFactWithObject( date < "10-Jul-1974" )_, the parsing fails with exception: java.time.format.DateTimeParseException: Text '10-Jul-1974' could not be parsed at index 3. 

This is caused by not providing English locale to the date formatter created in PackageModel.
