I've added the panel and icons to drools-test-editor-settings.html

I didn't need to write any additional CSS for this. Note the comments though, as the bootstrap-select.css and .js need to be referenced if they aren't already (though they probably are)

I did not make a separate modal for the scenario creation since you said you'd be reusing the code. I can if it's helpful.
