[ELY-1448|https://issues.jboss.org/browse/ELY-1448] issue deprecated this class and delegated methods to _private.MechanismUtil. Then during modularisaton the deprated class was removed [here|https://github.com/wildfly-security/wildfly-elytron/commit/953283a15cf445a3ca0e2c1ad5e2006f1346c874]. So it can probably be excluded from JAPICMP check.
