Description:
Move the web-clustering, cloud-server, jaxrs-server and datasources-web-server layers from https://github.com/wildfly/wildfly/tree/master/testsuite/test-feature-pack/src/main/resources/layers/standalone to the galleon-pack module so non-test users can use it. It got put in test-feature-pack because it came in late for WF 18.
[~jdenise] you said this needed some form of adjustment, which is why I assigned this to you.
