Yes, retainAll() only _marks_ elements as REMOVABLE, but doesn't remove then until
* {{logical_addr_cache_max_size}} has been exceeded and
* {{logical_addr_cache_expiration}} has been exceeded

I've got a simple test case here and am experimenting with this now (attached).
