OK, so how about opening the Background tab in this case, and showing a dismissible inline alert. I've mocked that up (though the close button for the alert is scrolled out of view in this example.) Otherwise, same concept but using a [Toast notification|https://www.patternfly.org/v3/pattern-library/communication/toast-notifications/]. Although my concern with the toasts is that there are so many weird toasts in the workbench, people have probably stopped looking at them too closely.
