All the enable-elytron.cli scripts I see add the /core-service=management/access=identity resource, and various testsuite/elytron org.wildfly.test.integration.elytron.sasl.mgmt.Digest*MgmtSaslTestCase tests require its presence to pass. But our secure-management layer, which should set up WF management secured using elytron, don't include it.
