I changed the title as jakarta.activation:jakarta.activation-api is not meant to be used at runtime, as discussed at https://github.com/eclipse-ee4j/jaf/issues/18. I expect that's why the CI job linked above failed.

Another twist is the javax.activation:activation:1.1.1 we use is really old, e.g. a 1.2 came out in 2017: https://github.com/javaee/activation/releases
