Swagger.json is taken based on KIALI_REVISION_OR_BRANCH
Main pipelines are setting it according to CORE_BRANCH parameter so it will not work for PR pipelines, but it's possible to run tests manually and set KIALI_REVISION_OR_BRANCH for given commit in the PR.
