Updated wireframe, actions to show panel include:
- Select the expression table by left mouse click, automatically opening the inspect panel. (Currently there is no content in the properties panel anyway.) 
- Right click a table header cell, where the right mouse click contextual menu will include an option to "Inspect." 
- User a toolbar menu button for inspect/debug.
