[~gbaufake] looking at the latest CSV it's not using sha, so the operator is not supported in disconnected mode yet - https://github.com/openshift/tektoncd-pipeline-operator/blob/master/deploy/olm-catalog/openshift-pipelines-operator/0.11.2/openshift-pipelines-operator.v0.11.2.clusterserviceversion.yaml#L379
