Yeah I'm mostly concerned about tools (which makes PO a winner). If
there is no good tool that supports rtl it won't be great

I know and that's why po is cool for translators (plus the notion of
context) and also why it's not that cool for developers (I rather use an
id than a full string)
Also the regular way of doing translation would be by editing the PO
then transforming this into XML as you mentioned some tools. Editing the
PO directly would be for end users who may not want to go through yet
another build operation.

Intersting, i'm totally ignorant about XLIFF, need to look at that.

One thing that would help convincing me is a performance comparison
between PO/JGettext and typical resource bundles ;)
About XML resource bundles I wouldn't think someone would use this until
I've seen how customers have a hard time with native2ascii tool.
