[jboss-l10n] Chinese locales (language teams) on translate.jboss.org

I have to apologise to the Chinese translators: I had to disable the
incorrect locales "zh-CN-Hans" and "zh-TW-Hant".  The script is supposed
to come before the region, so "zh-Hans-CN" and "zh-Hant-TW" would have
been correct.

These locales have now been replaced by "zh-Hans" and "zh-Hant" for
consistency with the other locales in Flies, which generally don't
specify the region.  So you'll need to join the relevant language teams
again.  Sorry!
