Maybe you should put the namespace in your schema locaotion attribute:
  xsi:schemaLocation="ejb-jar_3_0.xsd" -->
  xsi:schemaLocation="http://java.sun.com/xml/ns/javaee  ejb-jar_3_0.xsd"
