what you describe is a SOA, jBPM BPEL is good for the orchestration. But the core imo could (should?) be an esb like solution. If it is simple, you can suffice yust with jBPM BPEL, but maybe JBoss ESB (with jBPM BPEL for more complex orchestration) would be a better choice.
