[jboss-user] [Installation, Configuration & Deployment] - Touch web.xml in 4.0.4 Does WORK

I'm working in a windows environment and ever since I upgraded to jboss 4.0.4 touching the web.xml in an exploded war does NOT reploy the application.  Am I missing a new configuration in this environment? 

This is very critical to figure out because I rely heavily on this feature during development.
