Try this.  From a command prompt, enter:

svn co http://anonsvn.jboss.org/repos/portal/branches/JBoss_Portal_Branch_2_4

That will download all of the portal source to your PC.  Next build the portal by doing the following:

cd JBoss_Portal_Branch_2_4\build
  | build

Then build the forums by doing the following:

cd ..\forums
  | build
