I have a fix.

The guys at Rackspace came up with this one.  I needed to add the following to my uriworkermap.properties:

/portal-core=loadbalancer
/portal-core/*=loadbalancer

Adding those two lines got it to read the css.

Thanks for all the help.  Hope this helps someone else.
