What you want is to deploy an exploded war file.  See http://wiki.jboss.org/wiki/Wiki.jsp?page=ExplodedDeployment for a description.

I have no idea how JBuilder works, so I can't tell you how to do this in JBuilder. (I use Eclipse to edit, and Ant or Maven2 to build/deploy.)
