I had the same issue. It as resolved after removing lang attribute from description and display-name.

<description xml:lang="EN">Struts Test Portlet
    <portlet-name>StrutsPortlet</portlet-name>
    <display-name xml:lang="EN">Struts Test Portlet</display-name>
