What JBC version were you running?

JBC has a config attribute "StateTransferVersion" or in later releases "ReplicationVersion".  Sounds like the cache has this set to "1.2.3" to allow interoperability with a cache instance running JBC 1.2.3 or earlier.

The registerClassloader()/activateRegion() API are 1.2.4 features that will not interoperate with 1.2.3.  If your "ReplicationVersion" is set to "1.2.3", you cannot use these features.
