I just checked again, i was able to reproduce your problem with the management portlet by adding one of those french accents in the page name.

Now, i tried to do the same by using the xml descriptor, it works fine.

Try to download the holloworld portal page from the portletswap.com website: http://labs.jboss.com/portal/portletswap/portlets_tutorial.html

edit, helloworld-object.xml just change the Page name and add cyrillic characters.
Recompile (execute build) and deploy the portlet.

You should now have a page with the name you gave, if you click on it you should see the HelloWorld Portlet.
