In your deploy folder, when you put portal-sybase-ds.xml, did you delete hsqldb-ds.xml? hsqldb-ds.xml is needed for JMS to work. If you want JMS to also use sybase, then more work is needed but I don't think you would want to do that at this stage. So, please restore hsqldb-ds.xml and before you start, you should have two *-ds.xml in deploy folder.
