For JSF navigation use javax.faces.CONFIG_FILES.  For Seam navigation you have

/WEB-INF/pages.xml
/path/to/file.page.xml

where you have a page /path/to/file.xhtml and in 1.3ALPHA
/path/to/pages.xml as well.
