The JSR181 specification (http://jcp.org/en/jsr/detail?id=181) says in 4.1 Annotation: javax.jws.WebService:

My interpretation is that something like

  | @Webservice(.. 
  |             wsdlLocation="http:\\ .. "
  |             ..)
  | 
should be possible.
