As far as i know, it's based on alphabetic sort.

So, you must change begining of 2º war to a letter higher than 'H'.

Or you can see 

http://wiki.jboss.org/wiki/Wiki.jsp?page=ConfiguringTheDeploymentScannerInConfjbossSystem.xml

to change the default sort order to 

http://wiki.jboss.org/wiki/Wiki.jsp?page=PrefixDeploymentOrder
