The < param > tag within a < redirect > refers to http request parameters, not parameters for the given message.

I'm not sure how to do what you're trying to do, except to simply  use

  | error.fileUpload = maximum allowed size #{org.jboss.seam.web.multipartFilter.maxRequestSize/1000} kB. please select another file.
