The correct namespace are specified in wsa:endpointReference tag as attributes (to make it recognizable by some factory)

They are

xmlns="http://schemas.xmlsoap.org/ws/2004/03/business-process/"
xmlns:wsa='http://schemas.xmlsoap.org/ws/2004/03/business-process/'
