That is not a warning (the Apache Tomcat Native Library message), and the app server works fine without it.

First thing to do it try on another machine (if you have one, that is).

Try http://localhost:8080/jmx-console

Try http://localhost:8080/web-console

If none of those work, run

ping localhost
  | netstat -ab

 and post the results for both commands.
