If i understood it correctly 
   <transaction:entity-transaction entity-manager="entityManager"/>
and
   <transaction:ejb-transaction />
defines the transactionmanager to use.
and the flag 
    transaction-management-enabled="true"
is for enabling seam to manage transactions.
