I would recommend starting with JBoss AS 4.2.1.GA, Seam 2 beta and the reference manual and examples in your download.  When you want to create your own project try seam-gen.

N.B. Seam works best with an application server, but if you really just want to run tomcat, then perhaps the hibernate2 example will help
