Couple of workarounds I can think of
1) Make changes in the DeploymentSorter, you can use the PrefixDeploymentSorter

2) Package the war+-ds.xml in the EAR and rely on strict deployment mode as explained over here

You can try these options and make sure you discuss this at the deployers forums, this is not real jca related issue.
