OK, I finally see what you mean. :-)

You actually mentioned this in your first post,
although it was still missing a small important detail.

No, deployers are not hot re-deployed.
Since we only scan deploy directory for changes.

You can drop you 'hot' deployer into deploy.
But then you must be careful that it really gets 
deployed/installed before any deployment that it might handle.
e.g. proper explicit dependencies ;-)
